can someone tell me how to do this effect?

today, i saw this wonderful site

and when i enter, a flash pop up window appears.

this flash can be dragged and it does not need an IE browser to view ( meaning i can close the ie and still able to view and drag the flash)

can any expertises help me and tell me how they managed to do this wonderful stuff.
