9-slice scaleing

I am try to make a toolbar that has rounded corner, Im am trying to make it in a way the width can be expanded without distorting the corners or buttons on the menu I have run into 2 similar problems

1) when the toolbar is an independant symbol, the scaleing works perfectly(but as soon as I embed it iside anoter symbol it stops working
2) the scaling of the icons also works fine, until I convert them to a symbol

Is there any way to solve these problems, or is it just a limitation of the 9-slice scaleing feature.

essentially they're limitations. What you'd want to do is keep your scaling object just shapes and not have it symbols inside the 9-slice symbol
