scrollbar question

could someone please look at this and give me a better explantion on how to edit this scrollbar? There are directions but I just can't figure them out. The directions are directly in the FLA.

also

does anyone else know of a good tutorial that explains proper editting of a scrollbar with friction?

mc._x += (final-mc._x)/ease

and wal la.
