When creating webpages in some web authoring program like dreamweaver.
Is it standard practice to create the buttons/navigation menu with flash , or just use flash for animation mostly (create buttons with dreamweaver)?

Can you use some more descriptive topic rather than buttons or protocol??? :(

As for your question... There is no standard... It's totally up to your creativity... If you want to have a button with the animation, you can either use animated GIF or Flash... If you just want a flat button, you can use a flat JPEG file for it...
