Can Flash lists contents of a directory on a CD?

I have a client that wants a very short .swf file that he can copy onto a CD, along with a directory "files" where he can copy a number of files (PDFs, Excel spreadsheets, Word docs, etc.), then the .swf file, when played, will read in the contents of the "files" directory, and present the files to the user in a list. Clicking on a file name will open it on the user's computer (with the appropriate app). The files will change depending on who the CD will be sent to.

Is this something that Flash can do?
