How does one get around the Internet Explorer security pop up which restricts flash movies to run automatically on a site?

When I insert the following code just above the header opening
<!-- saved from url=(0014)about:internet -->

The IE "activex security flash content blocker" doesn't pop up - which is good - however when I insert the above code in pages that have buttons developed in dreamweaver - the links do not work?

Am I missing something?
