Hi, I recently starded experimenting with flash 8 professional trial.
But the paint bucket isnt working for me... atleast not all the time.
When I draw a square with the rectangle tool and choose a fill color It gets filled. But when I draw a square with the line tool or any other tool, and then try to fill the closed area with the paint bucket, it doesnt do anything!

Am I supposed to active something?

Your shapes aren't filling, because they aren't completely closed.
A lot of times you will have lines that don't fully intersect, but it isn't visible from the zoom level you are at.

The way to avoid this is to overdaw all of your lines. As in, if I wanted to cut a box in half, I would draw my line straight through the box so it stuck out on both sides, then you just clip off the extra segment.
(Flash will automatically segment the part of the line that extends past the box, so all you have to do is select it and delete it.

Also, there is a quick fix for this as well, but it isn't as clean.

When you have the paint bucket selected, a drop down image will appear at the bottom of your toolbar, called "Gap Size"
You can drop this down to "Fill large gaps", and that will allow you to fill a shape, even if it isn't closed.
