Quiz template not navigating correctly

Hi all. Im definitely a newbie to Flash (despite my registration date on this site!). Im developing e learning content using the quiz template in Flash 8.
I am having problems adding new interactions/pages.
Even if you clear the frames the control button doesn't get removed so it looks like its waiting for you to click the control button before the click next even if you have cleared the interaction frame and there is no control button to be seen. For example If I select frame 3 of the interaction layer and then frame 3 of the other layers - then choose remove frame, then insert another frame the same way, then add something instead of a learning interaction- like just plan text- it will not let me navigate beyond the newly inserted page. It's as if you cannot edit anything in the template without the navigation falling down.
I have looked at adding interactions in the help file but i cannot see where I am going wrong

Im using the Flash quiz template for the first time. I have seven pages in all but for some reason I can only navigate to page 2 when I test the movie.
Little things like this drive me up the wall as i must be editing the components using the wrong procedure. Ive looked in the help file and cannot see what im doing wrong. When I want to edit a page I highlight all the interaction frame along with the corresponding layers, then choose right click and 'clear frames'

This keeps happening when I make changes to the template. Take a look a the attachment below for a visual explanation. There is an fla that has been zipped. Test the movie and you will see
