Navigator Control Help

Hi
I'm trying to build a navigation control, using the tile list with viewstacks, i don't know if this is a good aproach.

I have several items wich have subitems themselves, so the end navigator menu if i can call it that, would be a kind of a windows control panel with images representing the options.

I need some ideas on how to do this .
