not sure what cool effect you mean

well I would do it without action script - I am sure some one here can tell you how to do it in actionscript

the map - highlighting as you rollover - I would probably do as buttons with a different colour rollover

when you press the buttons of the map and the screen pops up ... use attach movie or toggle visibility then play the movies with a shape tween to scroll up the background and a lot of alpha on the popup background

the blury pictures ...

if you have flash 8 ... just put a blur filter on (x blur only by the looks of it and high quality) motion tween it up then blur it in to another picture and blur it down again ... if you want to constrain and keep edges sharp the blur put a mask over the whole thing

if you do not have flash 8 ... this is a mx 2004 forum ... you have a big job ... you have to blur in something like photoshop (motion blur to get that xblur only effect)

then you put the sharp picture a layer below the blurred picture in flash ...reduce the alpha of the blurred picture to 0 and motion tween it 100 motion tween to next blurred picture and reduce this alpha down to 0 to reveal the new sharp picture underneath ... you probably would not need a mask this time ...
