Tweening vs Scripted Animations and File Size

Does scripting an animation rather than manually animating decrease file size?

depends on what you're animating and how. Sometimes it is sometimes it isnt.

Yes. Timeline animation is saved as frames, scripted animation is not. You probably won't notice the difference till you get into heavy animation though.
