Drift/leg scroll field and bar creation

How do you control the amount of lag the content falls behind after the user scrolls (using scrollbar)? If i can explain better.... if a user scrolls really fast down, the content takes a sec or two to catch up. I am looking to achieve this effect but, im not sure how. My content is loaded inside a movieclip.

Was a bit to fast there. Oringe changed their layout completely and i couldn't find the scroller there anymore.
