Download local file?

I'm trying to create a script which will allow a user to download a file to their computer from the CD ROM the projector is being played from. I've tried using FileReference, but for some reason it won't download from a local path... at least not for me. Should it be possible to do this? Am I using the right method?

Any help would be hugely appreciated.
