Question - Licensing

Where can I find a guide to how to do licensing for selling flash websites and retaining copyrights, forms for customers, etc...

And, are all fonts included with windows commercially licensed?
I'm looking for more commercial fonts for use with flash. Only the uni fonts by miniml.com are commercial.
