Moving Text , What the ?

Now over the year or so i have been using flash i always come across the same problem everytime, I thought it migt be a bug in flash , and just kept on working , But its been pissig me off to much so i need to find out whats going wrong , Every time i make text buttons or text they move when i reopen the fla, they say that they are at x-a and y-b but it isn't cus another button in the same sence but on a different key frmae has the same values but is off but about anywhere between 3-5 pixs difference but still says that they are the vales .What is going on here , is it a bug in flash ? And is there anyway of getting around it ?

It's not a code thing, Example i have some text in key frame 1 at x-10 y-10 and copy that text and paste to the text to same x and y in key frame 2 so that they are lined up, Save the file , open the fla up and the text in key frame 2 says it still at x-10 and y-10 but looks like its off and when i export them the text in key frame two is off, its not lined up to the one in key frame 1? What's going on here is it a bug in flash?

Look closely at the commerical button , see how it moves about between 2-5 pixs , the button is on the same x- y points but on different key frames , why do they move?

Click on the commercial page , then look really close to the commercial text and click on the appliances button , see how commerical moves up just that little bit when you go to the appliance section.

it disappears after clicking until u rollOut, but doesn't move
