Help Me Before I Jump Of A Cliff!

If you goto http://www.theory7.com and look at their "skills" section they have this box that follows the mouse whenever it's over certain buttons. Now I know how to make a movie follow the cursor, but I can't figure out how they make that box follow the mouse only when it's over certain buttons. I'm not sure if this is a lot harder than I think, or a lot easier, but if anybody has any clue, please fill me in... before it's too late...
