How to Import FLV / Crop and Re-Export as FLV

I've scoured the net trying to find a program or method of importing an existing FLV and scaling it down in quality / dimensions / file size, and have found nothing. Flash Video Exporter will accept many formats, but not its own! Anybody know how to do this?

Just in case anyone comes across this trying to do the same thing: I found a great program called Moyea FLV to Video which allows you to capture FLVs from the web or use existing FLVs and convert them to virtually any format.
