video sync w/ animation in background

I have a streaming video in a flash piece with animation going on behind the video. I want to synchronize the animation to the video. The problem is that I can't figure out how to synchronize the animation BEHIND the video. I can do something similar with a presentation, but the child slides are on top of the video which is wrong.

The video was provided to me so I can't go back and edit the movie.

I welcome any help on this.

You can use cue points to start animation at specified video time

Do you load the a movie clip with animation in it? What is the command to do that?
