Chromless window?

I have tried to folllllow the chromless window tutorial but I just don't get it... (what do i not get? I don't get why in the tutorial we were asked to make and publish a button? What does that has to do with chromless window?....... confused...)
Can someone tell me how to make a chromless flash ontop of the html or even without the html?

I have already done a search but by reading the content in a similar quesition I still couldn't figure it out...:confused:
