scroll bar navigation

I am trying to create a similiar scroll bar like the one here:

Is it a movie clip inside a button? I have one movie that I want the viewer to have control over--still photos with sound--trying to tell a story. I can't get the scroll bar to work with the movie. On release using Tell Target moves the small tab but doesn't load the movie. Any help would be awesome.

U can simply make it all a simple motion tween also the sound can be attached to a frame, the pix goes over the whole frames with alphas tweenings

But is the action on a mc or a button?

O.K. It works as a movie clip but I want users when they point the mouse on the little tab be able to fast forward or rewind. The audio is set to streaming so that's not an issue. It won't work just as a mc. Do I need to use

On Clip Event
Drag?
