Getting swf to adjust itself when minimizing and maximizing window

i got a flash file embedded in my html page and the size of swf is 100%x100% so its taking up the whole html page. the swf has a image for the bg. how do i get the bg image and my navigation bar in the swf to adjust itself to the same position when im making the window smaller or bigger. I know they have used actionscript probably to do it but i got no idea how to...any help would be much appreciated!
