You mean like widgets/gadgets for Windows/Mac OS's ? If so, then you can use Adobe Air (http://www.adobe.com/products/air/faq/#) to create desktop Widgets/Apps as one option. You can do some powerful stuff with Air (beside breathing, pumping up tires etc.. (ha, ha).

There are also 3rd party software to create widgets/gadgets

http://widgets.yahoo.com/tools/

You might find some tutorials and further information here also on the various widget platforms
http://www.widgipedia.com/

PS: I have never made one myself but have researched it, for future reference :):p

If you mean web widgets that are just a regular part of a normal website, then those are just made like any other Flash and are propably connected to server side languages and feeds (PHP, MySql, RSS etc.., etc..) for realtime data updates and integration.

Maybe something will help, let us know. :)
