Just starting to get into flash air but is flash AIR development limited to Actionscripts 3.0 or can you still use Actionscripts 2.0??

I think you have to use AS3

yes, you are only allowed to use actionscript 3 if you are working in Flash. you can also work with html, css and javascript in dreamweaver
