MouseOver into OnClick

I am trying to make one mouse event happen after another. I first want the image to do an image swap when the mouse is over the desired area and I also want to add an OnClick event to certain areas within the image swap. I have been able to get this to work using hotspots, however, the OnClick does not happen until the Mouse has moved away from the hotspot (MouseOut). Does anyone know why I cannot get these two events to happen simultaneously. The link to the Test page is below. I have an image loader running first, so please be patient while it loads. Also, the only areas that have the Onclick set up right now would be the four managers on the far left of the map/image. Hovering will highlight the department, clicking on the manager's name/office will display a short bio on the individual.
