Development question

I am looking to build an application that utilizes flash with transparent background. I also want to have access to many windows API as well as windows messaging. Is there a developers kit/ SDK that can be purchased that could be used with C++ or is there an tools to help me build this?

check with flashants... you may reask your question in the flashants support forums here on this site... also check flashstudio... and i think there is one called flashpro or sumthin like that.
