Wondering if anyone can provide a tutorial / or useful link for learning the best way to create flat vector video as seen at

I understand the basics but am looking for an efficient process/tools used guide to streanlining, vectorizing and optimizing the number of frames from a large video.

When you click on the menu, there's like a little movie.

And I'd like to know that too... Very cool effect.

double click the movie from the icons on the right side of the screen. I am wondering about the process of converting the video footage to vector art and importing frames to flash. I already have video footage for a client that has been shot with this intention, actors wearing black against a white backdrop.

If u say u know how to deal with videos then the rest is too easy:
first u import your video (make sure it's noy too big in the size and 320x240 is cool for flash), then
file> Export Movie > chose from the drop down menu that's called "save as type" [b]Bitmap sequances, but take care that u need to put them all in a folder that already made for them
well after finishing u will find that flash splited your every frame to a single bitmap
now u import the first pic, then chose yes when flash asks you to import all the sequance
now with every pictures u chose it and then
Modify>Trace Bitmap, make your modification and see the result
