ScreenMate in flash?

Hi all! i have a few questions, i have to make a screen mate. But i dont know how to pick up myself to do this. I want to make it in AS 3 becuase there wil be walking animal - simple random animations, but im not sure that flash can make a unvisibile flash player window?? can flash get the desktop parametrs??

if you have nay suggest please write!! if u have any examples please write to!!
that dont have to be a flash!! that can be everything - java, c++, c, and everything else!

Any of these third party projector tools will let you create EXE files from Flash that play transparently over the desktop.
