like say in a game u found speed shoes so the animations are twice as fast and instead of being 12 framesperscond, the movie then goes at 24 framespersecond.

You could skip the frames to emulate what you are saying, but there isn't a way to chage the frame rate in Flash...

yes, there is. Just double click where the "12.0 fps" and set it to whatever you want...

There IS a way to do this at runtime which is what you are asking right?
There is a free Extension for Flash here (http://dynamic.macromedia.com/bin/MM/exchange/main.jsp?product=flash) called FPS Controller that can do this as well as play your specified movieClip backwards, forwards, whatever.
