banner with movieclip, should move with mouse

Is there anybody who can do this:

there is a banner, with an mc on it.
When there is a mouseover the mc should move in the oposite direction (mouse moves to left, mc go's to right), this should also be with a kind of variable speed and should be very user friendly.

The moving mc cannot move further than the end (length) of the clip.

So who can do this, at what price & when can it be finished.
