Actions panel won't stay open....

I click the actions panel to edit code (or I hot key open it), but it just flashes and minimizes back to a tab every time I do this.... I've rebooted several times.

Does anyone know about this bug and how to fix it?

Did you cahnge the layout?

Have you tried re-setting the Default layout?
