Smarter preloader ?

Is it possible to determine the users pipeline and then preload what would be considered some acceptable amount maybe based on the length of the file it is preloading ? If so, how ?

I guess what I need is a smarter preloader, if you will.
Something that can to better keeping up with a user’s bandwidth.
