mask with draw layout outdside

basically this is a mask and i can do it; but what puzzles me is how they draw the film translucid...and the inside circle too...
Can someone explain it to me, pls?

but i guess you made it in mx, because i get this message: unexpected file format! when i try ro open your fla in flash 5...

If you can fake dragging a mask in Flash5 you're more than half way there. The only tricky parts are making a donut hole in the mask and creating a clip with a semi-opaque white fill which follows the mouse or the mask.
