I upload a css page to make the font a certain way and the css doesn't go into effect

Alright, I am making a portfolio web site and using flash to navigate between tabs. Anyway, I upload a css page to make the font a certain way and the css doesn't go into effect until you click another tab.

I put it up on geocities for an example

When you first get there the home tab is up and everything is big and retared but if you click on something else and come back the css is working. Please someone help!

(note - ignore the information in other tabs. me and this guy made this and it stil has his contact information in it)

How to change the size of your site when you change the size of the browser? IN REFERENCE TO WEBDESIGNING - CSS
My teacher once told me it was called liquifying..but i cant find anything about it on google..
you know how people have different sizes of their browser...how can you make it so that the site fits each one? if that makes sense? please help!
