Flash Web Site Producing software

Being a HTML web designer I would like to produce a number of new sites in Flash. Can any recommend a good piece of Flash Web Site Building Software which I could use apart from Flash itself

No but really, I dont use flash at all either. Use Flex Builder :D

I use flash exclusively, works fine for me, and I can make (sort of) great sites.
