You just have to credit this really good illustrator. The way to animate it is simple, just make an animation of the image zooming in continuously, where the last frame is the same as the first. Put some AS to tell it to increase the scale of the image when you click and drag your mouse using.
The thing is how to optimize the file. Therefore I think the entire thing is made up of several images, each one being a single scene. When you zoom in sufficiently on one image, it swaps the whole swf to another frame which contains a picture of the new scene. Geddit? (It's a little confusing to put in words)

In this case it's not exactly done that way...
It's simply a series of surperimposed pictures timeline tweened...
If you PM me an address, I can provide you with a .fla...

Isn't that what I said in the second paragraph?
But the real wow factor should be credited to the illustrator who did a great job.

Well, below is a link to one of the best implementations of the zoom quilt effect I've ever seen:
The Tin Man (http://www.scifi.com/tinman/oz/)
I believe this is a code based implementation and not a timeline one. The site's been around for a while. Like kkbbcute said the bulk of the credit for this effect goes to the artists involved.

I think it is too smooth to not be scripted.

@Xegnma - Cool, where do you guys find these sort of stuff? I really liked it, though the continuous zooming in gets nauseating at times.;)
