How to make interface skin?

Hi,

This is what I want to make:

1. The user will be able to pre-define the interface skin (type), and save the skin type in a configuration file.

2. The flash loads the skin type configuration, and loads the skins (probably graphics and movie clips);

3. Skin the interfaces.

What is the best way to do it?
