Any idea about how to do this weather thing?

Hi!
I have been thinking ALOT about how the heck do they retrive the weather and etc..and is there any generall database or any other place where you can get this information from?
...I simply just want to try to do something as this myself..
The wierdest thing is that its actually updateing the information at the site...so the retrived information cant be retrived just during an "onLoad" event..it has to be checked and retrived like each minute or something...
