Swf to Swf application

Hello, first of all I dont know if this goes here, or in the AIR forum. Let me tell you guys a little of what I want to accomplish.
The main idea is to make an aplication that loads a swf file. With the swf loaded and within the application you make changes to the swf and then you can save the changes into a new swf.

I havent doen any code yet because I dont know where to begin.
I hope that Im making myself clear (and sorry for my english :p)
