I need to do something similar to this:

where the line chart has a timeline that can play, and be dragged to update the map. I am fairly new to charting components, so can anyone please suggest how I could do this? Is there a drawing layer I can create a draggable line in? Can this line see what x-axis value it's hit when it's moving along? Then fire an event to say - just hit year 2005, update all map infor for year 2005.
