Progressive download should work fine for pre-encoded files.
Apache only

If you are going to make some Youtube or Ustream with chats and all that, Media Server. To add on to the above, pre-encoded files (.flv, .swf) are fine. Flash Media Server can do encoding on the fly I think.

You are able to play video on your apache server using progressive download but if you wish to stream video you will need a Flash Server (FMS, WOWZA or RED5)
How you decide which method to use is going to depend on what you are trying to achieve. be a little more explicit and explain what you are trying to achieve and we may be able to give more advice

if i want to make my application completly offline, so that my all videos run inside video player in offline mode..
so for this what database i should use?
how can i store n maintain my videos in offline mode so that nobody can copy my videos....or in other words if a person run my application so that application run only 4 that computer only, that cannot run anywhere else?
