where is the edit avatar?

I cant find any avatar in control panel, do i need to meet some requirements to have that?

Avatars are disabled for brand new users to prevent spammers abusing them. As are signatures, and a few other features. You'll find that you are "promoted" once you post more than 20 legitimate posts, after which time you will be able to use these features.
