Video embedding in banner ad

I am creating a banner ad for a client, that will have a segment of video in it. I am trying to figure out the easiest and most optimized way to do this. Do I need to embed the file in the fla? What should I do? Thanks.

How long is it?
Sound with the video?

The video is about 10 seconds, and it doesn't have to have sound, but it would be a bonus. Trying to get the k weight down as far as possible while losing the least amount of quality.

Embed it to the lowest acceptable quality level, and compare it with a loaded external .flv, in terms of weight but also in terms of speed at which the banner loads.
Might be better to load an external .flv and have the banner appear more quickly - while the .flv downloads - rather than waiting for a longer time for the banner to appear, if you embed the video on the banner's timeline.
