I have been using www.flashmaster.ru/eng/ lately, after someone on this forum linked to them - russian but everything avail in translation! have been good so far for me - mysql, ming, other php libraries, no ads but a traffic limit, I'd only recommend it for personal/development stuff. For a live site you need to pay to expect more reliable service.

there's an english version of their site and all docs come in english....
