Can't click button because it's behind a graphic.

I have an interface of various buttons, but on top of that there's another child layer with overlay graphics and a frame. Because of that I can't click any of the buttons, nor do they detect mouse over. Is there any easy way to fix that?

As far as I know, there is no way to click a button behind a graphic. However, the most elegant solution would be to insert this overlay graphic inside the buton on a different layer.
