I am a graphic designer/web developer and now that I moved to higher clientele, I get too many request about including animated elements in the site and I don't know a thing about Flash and instead of "wasting" time on learning, I'd rather hire a flash designer/developer ASAP who I'd establish a long term business relationship with.
Costs don't matter... I'm about effective work, however do send me your hourly rates (as I'd prefer to pay hourly, however if in some case fixed price would be more reasonable, that'd be no problem). I would pay 50% of the project's worth (deposit) and 50% upon completion.
If we communicate well, i'll be getting you on all the projects that would need Flash, so you can consider that as an ongoing work.
