Designing for full screen - stage dims.

When people design for a full screen website, do they generally start with a stage size of 550 X 400? Does it matter?

Coming from CSS/XHTML it's difficult for me to grasp completely how this will work.

I know this is very basic & beginner but it's something that trips me up at the moment.

I'm having a hard time with fullscreen flash aswell, I can get the swf to fill in 100% of the browser window just fine. But the stageWidth is not scaled appropiately, you can see things out of the stage's boundaries.
