Where is the Filters Panel in CS4!

I am pulling my hair out! I'm using Flash CS4 and I can't find the Filters panel. I want to add a blur to a movie clip.

WHERE IS IT?! It's normally right next to the Properties panel or at least it was in Flash CS3.

This is why I hate upgrades.

Its still in the properties panel. Make sure you have a MovieClip selected and that the "Filters" pane is not collapsed (it should be the last one)

I figured out what the problem was and I feel foolish. I'm sure anyone who read my question said, "What is wrong with this guy?"

I feel I should post the answer to what I did wrong in the interest of helping anyone else out who has the same problem.

For some reason my Flash file was set to Action Script 1.0 in my publish settings. After I changed it the Filters panel appeared. I don't know why it was set to 1.0 but I should have checked that first.
