For $500?! You're crazy. It would take plenty of work to get a card game working alone without any extra features (AI, Facebook, multiplayer, registration), and it would be extremely technical to get those requested extra features. You probably won't get anyone to agree to a deal like this, and even if you did, they probably would not finish it for quite a while.
