Stage Transparency

Hello all,

I am trying to create a navigation bar in Flash for use in an HTML project I am writing in Dreamweaver CS4. If I put all my buttons on the stage(as I would in Flash) the stage will be exported into Dreamweaver. Is there a way I can make the stage transparent revealing just the buttons-either in FL or DW? I need to preserve the background from the HTML project and not cover it with the FL stage.

I know I can make individual .swf's out the buttons but there has to be a better way...
