play an FLV on top of a background of movie clips

I have a flash movie consisting entirely of static movie clips. I need to have an FLV in the foreground that occasionally plays, and then resets to its starting point so it can play again later. How do I go about putting an FLV over the movie clips? is this possible?

Sure, just create your background and then on a higher layer place your video player. To replay, exact details will depend on if you are using the FLV Playback component or a custom player using netstream.
I'd suggest to create the video player all by itself and getting it working correctly first, then add a few layers below it for you background movie clips.
